Abstract

Penelitian ini mengeksplorasi implementasi e-Government dalam pelayanan dan pengawasan keimigrasian oleh Direktorat Jenderal Imigrasi Republik Indonesia, khususnya melalui sistem SIMKIM, APAPO, dan APOA. Dalam konteks ketahanan nasional dan transformasi digital, studi ini menggunakan pendekatan kualitatif berbasis studi kasus untuk menganalisis efektivitas sistem digital, tantangan struktural, serta implikasi terhadap prinsip kedaulatan digital (digital sovereignty). Hasil penelitian menunjukkan bahwa digitalisasi telah meningkatkan efisiensi layanan dan pengawasan, tetapi menghadapi tantangan berupa ketimpangan infrastruktur, ketergantungan pada vendor asing, resistensi budaya birokrasi, serta keterbatasan integrasi lintas instansi. Penelitian ini merekomendasikan penerapan prinsip sovereignty-by-design, penguatan sovereign capacity building, dan pembangunan Sovereign Interoperability Gateway untuk mewujudkan transformasi digital keimigrasian yang tangguh, berdaulat, dan inklusif sebagai fondasi ketahanan nasional di era digital.
